NON-SPECIFIC EXPORT
|
Exporters apply to the customs administration that the export will be carried out with the customs declaration certified by exporters’ association for the non-specific exports.
|
|
REGISTERED EXPORT
|
Exporters apply to relevant exporters’ associations for the registration with the customs declaration for the export of goods within the scope of the list of registered export (Annex 1). Associations add registration annotation to customs declaration certified and deliver it to the export for submission to customs administration. Exporters apply to customs administration of export within 90 days with the customs declaration certified with registration annotation by the associations.

EXPORTS ON CREDIT
|
Applications for the requests of exports on credit are filed to exporters’ associations with the original of sales contract including type of goods, payment scheme, term of payment and its Turkish translation. Requests of exports on credit for the goods within the scope of regulations of undersecreteriat in terms of article and/or country policy are concluded after opinion of undersecretariat is asked, requests for the other goods are concluded by the exporters’ associations directly in accordance with the principles specified in sales contract.
Term of exports on credit is two (2) years for consumables, five (5) years for investment goods. However, requests of exports on credit exceeding these terms are concluded by the undersecretariat. If the requests of exports on credit are approved, exporters’ association will certify it by adding annotation of exports on credit to the customs declaration. Contract cannot be signed by telegram, telex or telefax for exports on credit

EXPORT ON CONSIGNMENT
|
Requests of export on consignment are submitted to the relevant exporters’ association.
Requests of export on consignment for the goods within the scope of regulations of undersecreteriat in terms of article and/or country policy are concluded after opinion of undersecretariat is asked, requests for the other goods are concluded by the exporters’ associations directly. If the requests of export on consignment are approved, exporters’ association will certify it by adding annotation of export on consignment to the customs declaration.
Customs declaration certified by the annotation of export on consignment should be submitted to the customs administrations within 90 (ninety) days.
Exporters notify the condition to the exporters’ association allowing and intermediary bank within 30 (thirty) days following the final sale of the goods of consignment with the final sales invoice issued by them or its copy and other necessary documents.
Goods of consignment should be sold within a year as of the actual export date. This term can be extended for total a year by the authority allowing for just and mandatory reasons provided that application will be filed before the end of the term. Prices of goods sold within the term should be brought to the country in accordance with foreign exchange legislation if not sold, goods should be brought to the country within the scope of customs legislation.

EXPORT OF IMPORTED GOODS
|
Export of foreign origin new or used goods imported within the scope of import regime and duties of which have been paid is carried out within the scope of non-specific export. However, provisions of return to country of origin of customs legislation, investment legislation and legislation for supporting the export are reserved.

|
EXPORT TO FREE ZONES
|
Export to free zones is subjected to the provisions of export legislation.
|
|
EXPORT BY COUNTER PURCHASE
|
Counter purchase or clearing requests are submitted to the exporters’ association of being a member or in the region with counter purchase or clearing contract with foreign company or companies and six copies of counter purchase or clearing application form (Annex 2) and an application letter.
The counter purchase or clearing contract should include the type of goods imported and to be exported, standard, quality, term of delivery, place of delivery, unit import and export prices, value amounts and validity date of the contract.
Counter payments being the subject of counter purchase or clearing can be made by the goods or service provided that it is made in cash partially and/or is measurable. Term of the counter purchase or clearing permits is the term specified in the contract signed by the company but does not exceed 6 months. This term can be extended for two years by the authority allowing provided that the application will be filed before the end of this term.

EXPORT BY COMMERCIAL LEASING
|
Requests for export by commercial leasing are submitted to general secretary of exporters’ association that the export is a member and in the region with the lease contract signed with the overseas company or organization including type of goods to be leased, technical specifications, G.T.I.P, quantity, unit price, value, term of lease, price and term and method of payment, place of delivery and 1 copy of application form for the export by commercial leasing (Annex 3) completed.
Term for the export by commercial leasing is one year as of the date of actual export provided that an application will be filed to the customs administration within maximum three months as of the date of permit. This term can be extended for a year provided that an application will be filed before the end of this term.
Requests of firm sales of the goods abroad being the subject of the commercial leasing are concluded by the relevant exporters’ association based on the sales contract on condition that an application will be filed before the end of export permit by commercial leasing.
Procedures and principles for bringing the rent to the country for the export by commercial leasing and in the event of firm sale of the goods abroad, sales value to the country are subject to the provisions of foreign exchange law.

TRANSIT TRADE
|
Requests of transit trade are submitted to the banks by issuing “Transit trade Form” (Annex 4).
Taxes, duties, charges and funds for export and import are not collected for the goods of transit trade.
Delivery of goods exceeding Turkish customs line for work to the bonded warehouse or warehouses based on the permit of customs administration is not “actual import”.
Goods trade of which is forbidden by international treaties and transit trade of which is not approved as per the article policy of the undersecretariat cannot be the subject of the transit trade. Transit trade cannot be carried out for the countries for which export and import is forbidden.

|
EXPORT WITH WAIVER
|
It is the final goods exit to abroad value of which does not need to be brought to the country within the scope of foreign exchange law in force.
a) Gifts taken away or sent by real or legal entities, samples quantity of which comply with the commercial customs and advertisement and promotion commodities,
b) Parts of goods imported in accordance with the procedures previously and free shipment of which complies with the commercial customs, parts of the goods exported with warranty with loss that need to be replaced within the warranty period,
c) Goods and vehicles that will be taken away or sent by foreign mission members, foreigners working in Turkey, Turkish citizens to go abroad by house transfer, public officers going abroad by permanent or temporary office on condition that they will document it to the relevant authorities or sent for them,
d) Goods and vehicles that will be taken away, sent by the legal entities residing abroad, foreign tourists and Turkish citizens residing abroad or sent for them.
Requests of export with waiver for the goods not specified in clauses (a) and (b) values of which do not exceed 10.000 US$ are submitted to the customs directly with the form of export with waiver completed.
Requests of export with waiver for the ones values of which are higher than 10.000 US$ are submitted to the relevant exporters’ association with 3 copies of form of export with waiver (Annex 5) completed. Exporters’ association concludes requests of export with waiver for the ones values of which are up to 25.000 US$. Requests for above 25.000 US$ are submitted to undersecretariat of foreign trade with their opinions. Customs allow the export with waiver to be carried out within the scope of clauses (c) and (d).
Validity period of permits of export with waiver is 1 year.
Export with waiver for the goods export of which is prohibited by law, decree and international treaties is not allowed. Export with waiver of the goods export of which is subject to the preliminary permission of a certain authority in accordance with its legislation is possible based on the preliminary permission of the relevant authority.
Goods and commodities shipped to abroad by export with waiver cannot benefit from the supports for export.
Export with waiver is not subject to the provisions of the regulation on implementation of Turkish standards.
For the export with waiver to be carried out within the scope of clauses (a), (c) and (d), membership of exporters’ association is not necessary.
